On March 20, 2025, the Honourable Jonathan Wilkinson, the Honourable Gary Anandasangaree, the Honourable Terry Duguid, the Honourable Steven Guilbeault, Member of Parliament Michael McLeod and Member of Parliament Brendan Hanley announced over $12.1 million in funding for thirteen projects in the North and across Canada under Natural Resources Canada’s Climate Change Adaptation Program (CCAP) and the Climate-Resilient Coastal Communities (CRCC) Program. These projects aim to support regions and sectors in the North and across Canada adapt to a changing climate by developing tools and resources and implementing actions to reduce climate change risks and build adaptation capacity. Some projects will also work with rural, remote and Indigenous communities; First Nations; and stakeholders to facilitate knowledge sharing and develop adaptation actions and pathways. The funding announced today comes from a total investment of over $46 million for 63 projects through the CCAP and the CRCC Program to reduce climate change risks and build more resilient communities across the country in support of the National Adaptation Strategy (NAS). NRCan is funding the following seven projects under the CCAP: Project Name: Sustainable Communities Forum Recipient: Government of Yukon Reach: Yukon Location: Whitehorse, Yukon Funding from the CCAP: $747,250 Project Summary: This project will build capacity among professionals and decision-makers in Yukon municipalities and First Nations to plan and implement adaptation actions that enhance climate resilience. The project will deliver a semi-annual forum where senior leadership and technical staff from Yukon municipal governments and First Nations will come together to build skills and knowledge on climate change adaptation and build sustainable communities. Project Name: Adaptation and Preparedness Training NWT Recipient: Government of Northwest Territories Reach: Northwest Territories Location: Yellowknife, Northwest Territories Funding from the CCAP: $687,600 Project Summary: This project will increase the workforce capacity of the Northwest Territories (NWT) to plan for and respond to climate impacts by increasing its access to adaptation training resources and educational materials tailored to the northern context and including an Indigenous perspective. The project will develop and deliver a series of webinars and courses targeting various audiences including NWT professionals and practitioners, Indigenous governments and organizations, local/community governments and elected officials. Project Name: The Climate Ready Mine: Enhancing Post-Closure Adaptive Capacity of Giant Mine, NWT Recipient: University of Guelph Reach: Northwest Territories Location: Guelph, Ontario Funding from the CCAP: $466,438 Project Summary: This project will increase climate change adaptation knowledge and capacity among mining professionals, decision-makers, rights-holders and others through a climate change risk assessment of the Giant Mine Remediation Project (GMRP) in the Northwest Territories. Project Name: A Century of Petroleum Extraction at Tłegǫ́hłi ̨ (Norman Wells): Integrating Climate Change Resilience into Site Closure and Reclamation Recipient: Ɂehdzo Got’ı̨nę Gots’ę́ Nákedı (Sahtú Renewable Resources Board SRRB) Reach: Northwest Territories Location: Tulı́t'a, Northwest Territories Funding from the CCAP: $354,046 Project Summary: This project will evaluate existing research on drilling sumps to identify and define the risks associated with the mobility of contaminants. The project will include the development of land reclamation guidance aimed at re-establishing safe conditions for land use by the Sahtú Dene and Métis communities, taking into account the impacts of current and future climate change. Project Name: Guette ta glace Recipient: Conseil régional de l'environnement Chaudière-Appalaches Reach: Quebec Location: Levis, Quebec Funding from the CCAP: $165,255 Project Summary: This project will mobilize and support municipalities in implementing effective climate change adaptation measures in their communities and provide them with access to climate change adaptation tools and resources. Project Name: Economic Analysis Tool for Climate Change Adaptation in Transportation Planning Recipient: Government of British Columbia Reach: National Location: Victoria, British Columbia Funding from the CCAP: $150,000 Project Summary: This project will develop an economic analysis tool to support decision-making in the implementation of climate change adaptation and resilience measures for transportation projects. This tool will combine multiple analytical approaches to predict financial, environmental, social and technical mechanisms and outcomes. Project Name: Climate Change Training Course for Nunavut Decision Makers (Phase 1) Recipient: Government of Nunavut Reach: Nunavut Location: Iqaluit, Nunavut Funding from the CCAP: $143,750 Project Summary: This project will deliver online training that enhances knowledge and skills of climate change impacts and adaptation among Government of Nunavut employees, municipalities, Inuit Organizations and other target audiences across Nunavut. NRCan is funding the following six projects under the CRCC Program: Project Name: Integrated Climate Resilience for Coastal Communities in the Northwest Territories Recipient: Government of Northwest Territories Reach: Northwest Territories Location: Tuktoyaktuk, Sachs Harbour, Ulukhaktok, Paulatuk Funding from the CRCC Program: $2,679,037 Project Summary: This project will develop tools, guidance and a structured approach to support Tuktoyaktuk, Sachs Harbour, Ulukhaktok, and Paulatuk communities in implementing climate change adaptation actions. This project will work with community residents, rightsholders and other stakeholders to develop collaborative and proactive adaptation strategies, tools and networks that will guide actions to reduce long-term climate change risks. Project Name: Coastal Adaptation Strategies in Nunavut Recipient: Université du Québec à Rimouski Reach: Nunavut Location: Kugluktuk, Ausuittuq, (Grise Fiord) Funding from the CRCC Program: $2,285,370 Project Summary: This project will develop tools, resources and guidance to support the development of locally accepted coastal climate change adaptation strategies and actions in Nunavut. This project will work with the remote communities of Kugluktuk and Ausuittuq (Grise Fiord) to prioritize climate risks and co-develop potential adaptation actions while considering future climate change conditions and Inuit knowledge. Project Name: A Coastal Communities Adaptation Toolkit for Canada Recipient: Climate Risk Institute Reach: National Location: Canadian coastal regions Funding from the CRCC Program: $1,999,575 Project Summary: This project will develop a national-scale Coastal Communities Adaptation Toolkit to increase the climate resilience of coastal communities by providing guidance and coordinated access to resources to support adaptation actions. It will be structured as an adaptation decision-making framework that considers the distinct needs of Canadian coastal communities, with a focus on rural, remote and Indigenous communities. Project Name: Indigenous Coastal Climate Coalition – British Columbia Coastal Resilience Recipient: Skidegate Band Council on behalf of Indigenous Coastal Climate Coalition Reach: British Columbia Location: Vancouver Island, mainland British Columbia and Haida Gwaii (Skidegate First Nation) Funding from the CRCC Program: $1,500,000 Project Summary: This project will facilitate collaboration among the Indigenous Coastal Climate Coalition’s (ICCC) First Nations members to identify and prioritize adaptation actions and pathways to develop an integrated regional adaptation plan for British Columbia’s coastal First Nations. The ICCC will support First Nations with integrating Indigenous knowledge into regional climate change adaptation as well as prioritizing and securing future funding for climate adaptation projects. Project Name: Hudson Bay and James Bay Coastal Community Climate Resilience Plan Recipient: Mushkegowuk Council Reach: Northern Canada Location: Hudson Bay-James Bay Lowland Coastal Zone, Ontario Funding from the CRCC Program: $750,000 Project Summary: This project will develop regional coastal climate adaptation plans for local Indigenous communities within James Bay and southern Hudson Bay to address future climate change risks, such as flooding, permafrost degradation and extreme weather events. It will build a regional network to facilitate sharing of adaptation information, technical expertise and experience, weaving together Indigenous knowledge and western science. Project Name: Chemainus Watershed Initiative, Lower Watershed and Estuary Restoration Field Program Recipient: Halalt First Nation Reach: British Columbia Location: Chemainus Watershed (Halalt First Nation), Vancouver Island Funding from the CRCC Program: $250,000 Project Summary: This project will reduce climate change risks to communities, cultural sites and ecosystems in the Chemainus watershed by developing a regional watershed and estuary restoration plan that is informed by western science and Indigenous knowledge. A multidisciplinary team of experts, including members of impacted First Nations communities, provincial and municipal government, and industry representatives will collaborate on enhancing regional flood and drought resilience and increase community capacity to implement adaptation actions.
